Nepal’s new constitution draft fails on marginalized groups’ wishes of federalism

Interim Constitution 2007 guarantees that Nepal is a federal State that will have autonomous provinces with full rights as per the aspirations of indigenous peoples, Madhesi and the people of the backward and other regions. The Constituent Assembly should determine the number, boundary, names and structures of the provinces.

New Constitution Draft 2015 does not define Nepal State as federal. It provides for very weak federal structure with eight provinces with very little powers. The boundaries and names of the provinces are postponed/put off for future commission and provincial assemblies.
